One of the most important and key element in development and economic growth is investigation and research. The societies, who provide the suitable plan for the development and growth, certainly give their attention to the research. Accordingly, today, all over the globle, there is the need of economic -social studieson the sustainable management of natural resources to plan for economic affairs. Therefore, the social life of the people living in the jungle and grassland and the way they make a living attract the attention, simply because these regions are one of the most important bases of productive beds for Agriculture and natural resources. Therefore, the research was carried out to evaluate the potential opportunities of rural areas for production. to find out more and how to expand the economic development of the rural areas and to increase the income rates of permanent dwellers surrounded by watershed, and to decrease the damages on the field of natural resource. To reach the goal and to take the advantages of research findings ,opinions and experiences of pioneers and professionals, all necessary data has been collected from interview ,library study and questionnaire and local survey. The population status of tbe dwellers such as age pyramid ,guardianship coefficient ,born ratio index, educational levels, income- levels and income effective and cost reduction factors have been gathered separately ,for the research .Accordingly ,the number of available animal husbandry for each family and the amount of used trees from jungle ,for each family, has been collected to show the relationship between effective factors and the scale of damages by the dwellers against the natural resources. The survey shows that the yearly income rate of the dweller equals comparatively their annual costs of 80 percent which caused a lot of socio -economical problems. Therefore, in addition to agricultural and animal husbandry activities ,the increase in income -effective and job creation was presented (with attention to tbe preservation of ecological system and the image of the natural resources) such as activities for Honey Bee and cold water fishery ,and plantation of fast - growing trees and ecotourism . The method of liner programming was applied to provide a pattern of activities to be done in the area. The functional of the pattern was the income function resulted from six-fold activities and as there were limits on tbe worker investment ,land and water ,the function was increased to the maximum and Then sensitive analysis was affected on the obtained answers . The optimization of pattern and the sensitive analysis include 12 resolutions. As there were social-cultural problems and owing to current circumstance, the eleventh solution as the final and pattern model has been accepted for the watershed and the reason it has been accepted is that it affects the other activities on the pattern with attention to the possibilities of area, while keeping the minimum of Agricultural and husbandry activities and increasing the income-effective rates to 10 times.
